Earlier this morning, we reported that New York State Police were involved in an incident where a person was barricaded at a residence on Route 28 in the Town of Franklin and it had been going on since around 8:30 pm last evening.

An update has just been provided on that situation along with more details.

Prior to the man being barricaded, according to New York State Police Troop C, 28-year-old William Effner of Delhi was shot at a residence on Bob Holloway Road in the Town of Delhi and taken by Life Net to Albany Medical Center for treatment. His injuries are said to be non-life-threatening.

The man suspected of shooting him is 59-year-old Roger Lynch of Franklin, who left the scene of the shooting, was spotted by Troopers as he drove home, and it was at his residence that he encountered members of the State Police. After Lynch pulled into his driveway, he got out and proceeded to shoot at officers. Fortunately, no one was shot.

Lynch then barricaded himself inside his home all through the night and Troopers reportedly did speak to him over the course of the night. Unfortunately, events turned from bad to worse when Lynch came out of his house onto his porch just before 7:00 am, aimed his shotgun at officers, and was subsequently shot by a member of the Police Special Operations Response Team. Lynch did not survive his injuries.

New York State Police were assisted on the scene by the Delaware County Sheriff’s Department, Franklin Fire and Rescue, and The Department of Transportation who closed the road down.

The investigation on this case continues.
