Anyone who attends the Winter Fair knows that it's a smaller version of the Great New York State Fair that happens in August and September, basically a time to fast forward to summer for the weekend.

The New York State legislature has OK'd small fireworks for this year's July 4th home celebrations. Sparklers, party poppers, fireworks fountains and some small ground based fireworks are the only types allowed.
